Moodle can notify you whenever there is a post to a forum you are subscribed to. The OUM New Feed (accessible from and displayed on the Moodle front page) is a forum that everyone in Moodle is subscribed to automatically. Each course also has its own forum where announcements can be made.
If you would like to receive notifications when posts are made to forums you are subscribed to, you need to make sure your notifications are set properly. Moodle can notify you directly on your computer, or by email. And for each type of notification you can set whether you want to receive them when you are logged in to Moodle, or when you are logged out of Moodle, or both.
